Colorado enacts important welfare reforms

Colorado lawmakers approved sweeping reforms to the state's main welfare program, known as Colorado Works, with Senate Bill 10-68. Gov. Bill Ritter signed the bill April 21, 2010. The measure removes the asset test for families seeking assistance, updates hold-over language that predated national welfare reform in 1996 and mitigates the "cliff effect," which can be a barrier to economic self-sufficiency.  The Colorado Center on Law and Policy supported these reforms along with a coalition of nonprofit and government groups.
