Fiscal Policy

State tax and budget

The Colorado Fiscal Policy Institute believes that our prosperity depends on our public structures. COFPI envisions a Colorado where all people can benefit from a public sector capable of investing wisely in the programs and services that foster greater economic opportunity for all. That vision demands a modern tax system that raises revenues in a fair and sustainable manner, and an open and responsive budget process that allows everyone to participate. COFPI’s state tax and budget work encourages both. Whether by analyzing the unintended consequences of arbitrary tax and budget limits, educating policymakers about the economic benefits of safety net programs, developing responsible revenue options or leading the charge for greater transparency and accountability in public finance systems, COFPI uses data driven advocacy to expand justice and economic security for all Coloradans.

The real story behind TABOR

As other states considered adopting measures similar to Colorado's Taxpayer's Bill of Rights, the Center on Budget and Policy Priorities produced this video showing how the TABOR amendment has harmed Colorado.
