Health Care

The Colorado Center on Law and Policy Health Care Program uses research, analysis, and legal, legislative and administrative advocacy to ensure access to adequate, affordable health care for all Coloradans. We examine and address systemic problems that present barriers to people attempting to access health care systems, while at the same time working toward ensuring the 1.2 million Coloradans who are uninsured or underinsured have access to health care.

CCLP is active in ensuring long-term, comprehensive state and federal health care reform and staunchly defends public programs that serve as critical sources of coverage and access for low-income and vulnerable Coloradans. We do this by serving as a program, policy and legal resource for other advocates; acting as a watchdog over state agencies; monitoring and influencing legislative and administrative changes to health care programs and services; and forming and participating in strategic partnerships and coalitions.

Our work takes several forms:

  • Litigation: We go to court on occasion.
  • Legislative: We advocate at the Colorado Legislature with individual legislators and testify before committees. We also advocate our positions with the governor's office.
  • Administrative: We appear before the Medical Services Board and the Human Services Board, and also advocate with the departments of Human Services, Health Care Policy and Financing, and other state departments.
  • Occasionally, we work in similar ways with local government agencies.

Our work often entails producing issue briefs, newsletters and other documents that educate the public and advance our positions. CCLP has a proven track record of changing public policy to ensure that more Coloradans, particularly low-income and vulnerable people, receive the health care they need.
