Regulatory and administrative law; medicaid eligibility, benefits and services; due process protection for benefit recipients; behavioral health parity in public and commercial health coverage
As Director of CCLP’s Health Care program, Bethany works with staff on setting the program’s priorities and leads its advocacy work. Her areas of expertise include regulatory analysis and advocacy for Medicaid and commercial coverage, access to behavioral health benefits, Medicaid eligibility and services (particularly for children with disabilities), Medicaid notice and appeals processes, defense of the provisions of the Affordable Care Act and the operations of Colorado’s health insurance exchange.
Bethany graduated from the NYU School of Law where she was awarded a summer fellowship and recognition for outstanding work in the Family Defense Clinic. For six years, she represented children at The Legal Aid Society in the Bronx, where she gained experience working closely with hundreds of clients and polished her courtroom advocacy skills. She also worked for two years as a Court Attorney for a New York City Family Court Judge, drafting opinions and conferring with parties and attorneys on child protective cases, orders of protection and custody. After moving to Colorado in 2012, she volunteered with Colorado Legal Services on Section 8 housing cases before joining CCLP in 2014.
Because her work is “endlessly varied,” Bethany says she never stops learning new things at CCLP and appreciates that her colleagues are “a smart and dedicated bunch.”
